I have the honour to transmit for your consi-

deration the enclosed letter from the General Agents of the

China Sugar Refining Company on the subject of the exclusion

of Hong-Kong from the list of Colonies entitled to participate

in the Canadian British Preferential Tariff of July 1898.

Such exclusion seriously affects the Sugar Re-

fineries of this Colony, which obtain raw sugar from Queensland

and it would appear that this action on the part of the Cana-

dian Government is unjustifiable.
